Harar Jugol — the walled old city of Harar — is one of Islam's holiest cities, ranked fourth after Mecca, Medina and Jerusalem in the tradition of the Harari people. October through February is the most comfortable time to visit Harar — dry, warm days and cool evenings ideal for wandering the walled city and watching the Hyena Men at dusk. Ramadan and Eid bring extraordinary atmosphere to the old city; check the Islamic calendar if you'd like to experience them. Avoid the heaviest rains in July and August.
